Federal Government Fines Broadcaster

Noncommercial Educational Facilities must maintain local public inspection files

On April 1, the Federal Communications Commission released a Notice of Apparent Liability for Forfeiture that proposed fining a noncommercial educational broadcaster $1,250 for failing to provide a copy of the station's by-laws upon request by a member of the public seeking access to the station's public inspection file. The agency was not persuaded by a series of "the dog ate my homework" explanations offered by the broadcaster.
